Ved tilknyttet virksomhed forstås i denne sammenhæng både aktiviteter, der har hjemmelsmæssigt grundlag i den lovgivning, som regulerer kommunalt ejede vand-, spildevands-, affaldsselskaber - og elselskaber og de aktiviteter i form af salg af overskydende kapacitet, know-how, produktion til eget brug samt biproduktion m.v., der har hjem-melsmæssigt grundlag i kommunalfuldmagtens grundsætninger. Selskabet skal varetage sådanne tilknyttede aktiviteter på kommercielle vilkår. Selskabet kan endelig erhverve andre forsyningsaktiviteter som led i en overtagelse af eksisterende forsyningsselskaber.
