Fondens formål er at tilrettelægge og gennemføre en kulturfestival under betegnelsen Aarhus Festuge hvert år i slutningen af august/begyndelsen af september. Festivalen sigter på at styrke kulturens placering i samfundet og især på at fremme nye initiativer samt afspejle aktuelle tendenser, medens man stadigvæk fastholder værdifulde kulturelle traditioner. Aarhus Festuge skal være en international festival, hvor man kan møde det bedste indenfor kunst og kultur fra andre lande, Danmark og Aarhus. Kendetegnet ved Festugen skal være kunst- og kulturoplevelser af høj kvalitet, men samtidig også en skarp profil og nytænkning således at Festugens kunst- og kulturtilbud kan tiltrække, udfordre og overraske. Festivalen tilrettelægges og præsenteres i samarbejde med byens øvrige kulturinstitutioner og aktive kulturudøvende. Udover at være en international festival har Festugen en rolle som scene og udstillingsvindue for de dygtigste lokale kulturkræfter. Festivalen henvender sig til et stort og bredt lokalt publikum og henvender sig samtidig til et tilrejsende publikum fra det øvrige Danmark og udland. Festugen skal både være Verdens vindue til Aarhus og Aarhus vindue til verden. Ved at invitere dansk og international deltagelse i festivalen og ved at invitere amatører såvel som professionelle inden for de forskellige kulturområder, skal festivalen bidrage til kulturudveksling og gensidig inspiration og samarbejde blandt de deltagende institutioner og medvirkende. Ud over at arrangere Aarhus Festuge kan fonden aktivt medvirke til at gennemføre andre kulturelle begivenheder, såfremt disse kan godkendes af bestyrelsen, og såfremt de ikke belaster Festugens økonomi.
