Støtte fra fonden kan ydes i form af gave, kapitalindskud (aktie- eller anpartskapital, ansvarlig indskudskapital, konvertible gældsbreve m.v.) eller som almindelige lån med eller uden forrentning Dernæst skal fonden have til formål at yde støtte til efterkommere af direktør Thomas C. Carlsen og hustru Else Margrethe Carlsen samt til sådanne personers enker/ enkemænd. Støtten kan ydes enten som gave eller som lån Støtte kan ydes til personer, der ønsker at erhverve en uddannelse, eller som agter at påbegynde selvstændig erhvervsvirksomhed. Støtte kan endvidere ydes til personer, der efter bestyrelsens skøn har behov for økonomisk hjælp Endelig skal fonden kunne yde støtte til personer udenfor den nævnte familiekreds. Støtten kan ydes enten som gave eller som lån. Støtte kan ydes til personer, som ønsker at erhverve en uddannelse, eller som efter bestyrelsens skøn har behov for økonomisk hjælp Fondens formue eller dens afkast kan ingensinde heller ikke ved opløsning af fonden tilbageføres til stifteren, dennes ægtefælle eller hjemmeboende børn under 18 år Fonden kan ikke yde lån til stifteren
