Fonden er til fordel for gamle, værdige og trængende sømænd eller fiskere i Hjerting eller enker efter sådanne samt til byens ( fortrinsvis i Hjerting fødte ) kvinder. Derudover har Fonden til formål at drive forsvarlig vedligeholdelse og administration af Fondens faste ejendomme, "Frihavn", "Grams Hus" og "Annalund Plantage".
